i just orderd a volari V3 and sine there is no fan on the heatsink was wontdering should i have a pci exhaust fan next to it or a pci blower fan i dont know witch on thank bear :)

What's important is to have air flowing though the case, past anything that generates heat. Placing a fan/blower near the CPU may not promote air flow, if it is in opposition to other fans.
In other words, air in from the front, down low, and out throught the back, near the top usually works best.

seriousley how do i know what my bios are and evreything??

System settings are the BIOS. It's the basic in and out system, telling the computer how to physically start up.
